Kendal Regency

Kendal Regency is a district in Central Java Province with Kendal Sub-districts as its capital. Kendal Regency is included as one of part of the Metropolitan Area of Kedungsapur which is the fourth largest Metropolitan Area after Jabodetabek, Gerbangkertosusila and Bandung Raya. The regency is located between the Java Sea in the north and the Temanggung Regency in the south, and between Semarang City and Semarang regency in the east, and Batang regency in the west. Kendal is also known as the City of Santri because there are thousands of Ponpes/pondok Pesantren (Special Islamic Boarding School) especially in the District Kaliwungu. Further, Kendal is also well known as the City of Arts and Culture.

Kendal name was taken from the name of a tree, the Kendal Tree. The leafy tree has been known since the time of the Demak Kingdom in 1500-1546 AD, during the reign of Sultan Trenggono. The name Kendal was given by Sunan Katong, who were ordered by SUltan Trenggono (the king of Demak in 1500-1546AD) to order Pusaka to Pakuwojo. Those who eager to know more on the history of Sunan Katong and Kendal regency are recommended to visit Protomulyo Village Kaliwungu District. According to the story, Sunan Katong was stunned to see the beauty and the shade of Kendal trees that grew during the time. He was the person who later referred the place as Kendalsari. The name of Kendalsari derived from the name of the tree and the word ‘sari’ which means beautiful. Until know there many Kendal trees that live along the Pemuda Road in Kendal. People refer the trees as Kendal Growong, since there are big holes (growong) in the trunk of the trees. During the 15 th century Kendal was one of the famous and important ports in North Coast of Java, along with Semarang and Tegal. During the time, between 15 th -16th century, port was considered as the center of civilization due to its trade activities. Thus, it supports the important role of Kendal in the Java Island.

History of the establishment of Kendal Regency

There was a young man named Joko Bahu, the son of Ki Ageng Cempaluk. Joko bahu lived in a place named Kesesi, palce in the Disctrict of Pekalongan. Joko Bahu was known as generous man and a hard worker who loved to help people in his neighbourhood. Later on, Joko Bahu was suceed in developing his region.

As an appreciation to his dedication to the region, Sultan Agung Hanyokrokusumo (the king of Mataram, Central Jawa, who ruled from 1613-1645) appointed Joko Bahu as the regent (Bpati) Kendal, titled Tumenggung Bahurekso. In addition Tumenggung Bahurekso was also honoured as the Commander of Mataram during theMataram War on 26 August 1628. On the war he led tens of thousands of troops to devastate the VOC (the Dutch East India Company) in Batavia. Tumenggung Bahurekso and his two sons died at the battle of 21 October 1628 in Batavia. To jonour the heroisme of Tumenggung Bahurekso against colonialism in Java Island, the day when the war was started (26 August 1628) was then declared as the the birth of Kendal Regency.

Later on, the date was revised due to some historical considerations. The decision to choose the day when Bahurekso died to determine the anniversary for the city was considered as less appropriate by some historians. They claimed the day as the dark history from the life of the Tumenggung. Thus, taking the date would lead to the ‘fail and fall’ psychological effect to the people of Kendal. It would affect the people behavior to become less considerate, inventive and innovative. During the seminar that invited some Javanese culture historians on 2006 and after the series of researches conducted on the history of the city, they agreed to declare different date as the city anniversary. The day when Joko Bahu was appointed as Tumenggung for the first time, 26 Juli 1605, were believed as more appropriate starting point of the history of Kendal regency. The Determination of the Anniversary was then regulated through the Regional Regulation (PERDA) of Kendal Regency Number 20 Year 2006, concerning the Determination of Kendal District Anniversary (Lembar Daerah No. 20 of 2006 Series E number 15)


Kendal District is located in 109 "40 '- 109" 18' East Longitude and 6 "32 '- 7" 24' South Latitude, with the Java Sea at the North, the Regency of Semarang in the east, the Regency of Semarang and Temanggung in the south, and Regency of Batang in the west. Kendal is located next to Semarang, the capaital city of Central Java Province, which provides a lot of influences to the development of the regency. Topography Kendal Regency is divided into three types, namely: (i) the mountainous area, located in the southern part with an altitude between 0 up to 2579 m above sea level and temperatures range from 25 C; (ii) the hilly areas of the middle and (iii) lowlands and the beaches on the north with an altitude between 0 s / d 10 m above sea level and temperature range of 27 C.


Kendal Regency consists of 20 districts, which are further divided into 265 villages and 20 urban villages. The central government is in Kendal city.

The population of Kendal Regency as it was counted in 2015 is 942.280, with the proportion 477.680 male and 464.610 female. The population growth rate in Kendal Regency during 2014-2015 was around 0.16 percent with the sex ratio of men and women of 1.03. The density of population of Kendal Regency is 940 per km 2 by 2015.

The number of labor force in Kendal Regency in 2015 was 468,158 people. From those numbers, 435,045 people are employed, while 33,113 people are considered as unemployed. As a regency, Kendal has 244,422 non working age population. The minimum wage of the regency MSE) was determined at the level of Rp. 1. 383.450,00 in 2015 and slightly increased into 1,639,600.00 in 2016.

1. The Cahaya Beach

Cahaya Beach, one of the famous tourism destinations in Kendal Regency is located at Sendang Sikucing Village, District of Rowosari. This place is equipped with children playground and some interactive tourism spot, such as beaches, swimming pool, animal attraction, entertainment stage, mini zoos and mini jungle tours.

2. Agro tourism Ngebruk Patean

Kendal has some beautiful natural tourism destinations. Agro Tourism Ngebruk Patean is one of them, which is well known as Plantera Fruit Paradise Ngebruk. As it name, Ngebruk offers plantation tourism, provides many type of fruit on its best quality. Some of its best fruit is the famous Durian Montong, Kelengkeng Itoh and dragon fruit The plantation has also served for many agricultural researches and development.

The agrowisata (agro tourism) consists of 234 of acre of well groomed and nicely designed plantation, which would surely entertain the visitors. Some tourism cars has been provided to assist the visitors in exploring the plantation.

3. Waterfalls in Kendal

Others tourist destinations offered by Kendal Regency are waterfall. There are some waterfalls on its districts, such as:

  • Curug Semawur or Semawur waterfall in the Blumah Village, the district of Plantungan. The curug is still considered as a hidden destination, thus it will attract the guest with interest on enjoying the beauty of nature.
  • Curug Penglebur Gongso, which is located in the Gondang Village, the district of Limbangan, is one of the famous tourism destination in Kendal. The destination is well known not only with its beauty, but also with its historical myths. People believed that the curug was the hermitage for Kumbakarna (an honoured character from the story of Ramayana. To add on the myth, there is a stone which is believed were crafted with Kumbakarna`s foot print.
  • Curug Sewu is one of the tourist attractions in Kendal Regency with its extraordinary natural beauty, in Patean district. This waterfall has quiet large volume of water with several levels of waterfall. The destination has been developed by the local government. It is already equipped with complete facilities, including parks, entertainment stage, mini zoo and many other interesting activities.

4. Nglimut Gonoharjo Thermal Baths

This bath is located on the slopes of Mount Ungaran, in the Gonoharjo Village, Limbangan. It is also known as Gonoharjo hot water bath. The destination is 40 kilometers from Kendal Sub-district. From the capital city, the visitor would have to go through Kaliwungu and Boja districts before reaching the destination which offers beautiful scenery and warm water pool with fresh air to be enjoyed. To complete the joy, the place has been equipped with children's playground, small gazebos, entertainment stages, fishing pond, and lodging. A perfect destination for family holiday.


Kendal has many potential sector shall be developed, both its natural resources (tourism destination, plantation) and its industries. Kendal, as the adjacent of Semarang (the capital city of the Central Java Province) provides the city with the employees for its industries and various kinds of goods for its trade. Thus, Kendal provides various potencies for investment. 1. Developing the Curug Sewu

a. Background

As it is mentioned on the tourism destination section above, Kendal is well known for its waterfalls tourism, yet still underdeveloped. Thus, project in developing the destination is considered as important and profitable. The local government invites the private sector to involve and actively participate on the tourism destination development project.

b. Project Scope

The government develops an integrated Central Java tourism, along with the Semarang Old City tourism, Kendal agro tourism and Pekalongan shopping tourism.

The location of Curug Sewu is in the District of Patean, Sukorejo, Boja dan Limbangan. For your information, the area is owned by the local citizens and Perhutani (Indonesian Forest Enterprise)

2. The Agropolitan in Kendal Regency

a. Background

Agropolitan consist of two words, agro means agriculture and politan which means city. Thus agropolitan means the city which develops and benefits a lot by the agricultural sector. For the local government of Kendal, agriculture is included as an important sector on its economy, thus having agropolitan as its developmental approach is inevitable for Kendal. Aside from that, the agropolitan development is suitable with the local government spatial and regional arrangement. 3. The Provision of Clean Water for the district of Kaliwungu and the Kaliwungu industrial estate

a. Background

The district of Kaliwungu is the part of Kendal Regency that directly adjacent to Semarang, the capital city of the Central Java province. Thus, Kaliwungu is an important part of the regency that should gain more consideration and investment.

Another reason to give higher concern to the district is due to Kaliwungu`s role on supporting the economic development of Kendal from its industrial estate and its connectedness with the Kendal Port. Considering all the business and the amount of people who reside and work on Kaliwungu and its surrounding, the provision of clean water is important. However, the existing infrastructure has been considered as inadequate. According to the local Water Utiliies (PDAM) data, the utilization of Kendal`s water springs are still low, due to the limited infrastructure. Thus, Kendal has the clean water resources from the supply side and the relatively high purchasing power from the demand side. The limited budget on infrastructure is the main problem, thus inviting investor to participate on the infrastructure development is an appropriate strategy to be taken by the government, and should be considered as a win-win solution.

b. Location

The Kaliwungu Industrial estate is located on the point of intersection of the main road of Semarang – Kendal – Jakarta dan Temanggung – Kendal – Jakarta. Kaliwungu is located between The Sea of Java on the North and Temanggung and Wonosobo Regency on the South, and between Semarang city and Batang Regency on the East and the West respectively.

c. The Existing Condition

The Tlogomili water spring is currently one of the most potential water resources waiting to be optimized. As it name, the water spring is located in the Tlogomili village, District of Plantungan. Currently, it supplies clean water for The Plantungan residents and its surrounding with the capacity of 40 liter/sec. The water spring is located at an altitude of 900 meter above the sea level, which impact on the way the water resource is utilized. Because of its location, it is appropriate to use the water pump system while also utilizes the gravity to collect the water and deliver it to the consumers. This system is considered as more efficient in term of the use of the fuel to run the pumping machine and more effective in term of water delivery.

d. Prospek dana Potensi Pasar

Currently, the provision of clean water for Kendal Regency is provided by the Water Utilities (PDAM), with the total number of 42,900 SR installations for all type of both customers from Household, Commerce, Social and Industrial Groups.

The investment required for the clean water installation includes:

  • Development of springs system (broncaptering)
  • Press Release Tub)
  • Water reservoir with capacity of 10,000 m³
  • Transmission pipe with a diameter of 500 m and a length of ± 60 km

4. Red Guava Plantation

a. Project description

Kendal Regency produces various agriculture and horticulture production. Red guava is one of its best products from the agricultural sector. Red guava is consumed as a fresh fruit or processed food that has nutrients and contains high vitamin A and vitamin C, with 8% sugar content. Guava has a distinctive flavor and aroma caused by eugenol compounds. The guava tree serves various purposes. The tree could also be used as yard divider and decoration plant. The leaves and the roots are used as traditional medication, while the bark is considered as a good material for kitchen utensils. Red guava is an important raw material for various products, such as:

  • Guava puree. Puree is the main ingredient for the food and beverage industries.
  • The industry uses it to make guava juice, guava syrup, and many more.
  • Guava paste. The paste is made by evaporating the fruit flesh and mixing it with sugar. This type of food is familiar in the Western Hindies.
  • Canned guava as an instant food. This product is developed by an industry in Philippines, where the seedless guava is peeled, halved, and boiled in dilute syrup before being canned.
  • Guava leaves tree. The guava leaves contain phenolytic phytochemicals that inhibits the peroxide reactions in the human body as well as prevents the incidence of various chronic diseases such as diabetes, cancer and heart attack.
  • Guava Flour. This type of flour contains high dose of Vitamin C. The flour is an important ingredient in instant drink industry, baby food industry and various other products.

b. The existing condition

Red guava has a bright prospect to be developed as a leading agricultural product in Kendal Regency. The investment offers a massive investment in an area of ​​57 ha.

Nowadays, red guava has become a prominent agricultural commodity of Kendal Regency. In 2010 the production of red guava from the regency reached the total of 1,333 ton per month which was harvested from around 107,005 guava tress. The guava plantation is spread in all 20 districts of Kendal Regency. The biggest plantation resides in the District of Sukorejo in the area of around 4.600 ha. The guava plantation has the potentials, which requires investment both in the form of fund and management skill. It will sure become an eminent product of Kendal.

c. The market prospect analysis

The availability of guava is increasing, along with the increase in the demand of the product. The price of the product is Rp. 5,500 per kilo gram in the level of the immediate market, while ranging between Rp 6,000 to Rp 10,000 per kilo gram. The potential market of Kendal Red Guava is the surrounding cities as well as regencies.

5. Raja Bulu Banana Cultivation

a. Project description

In some countries, such as in the Jamaica, Central America, Panama, Colombia, Ecuador and South East Asia, banana has been developed into a profitable commodity industry. In those countries banana is grown continuously for the whole year. The sustainable production which combines with modern packing technology supports the banana export around the world.

Banana plantation is a promising industry, not only because of the fruit which could be transformed into various forms of products, such as banana flour, banana puree, banana chips, banana vinegar and many more, but also because of its waste which could be transformed into various handicrafts products. The waste of banana plantation is used as the ingredient in animal feed industry while on the hand of bunch of creative people, the waste is made into craft materials and fiber fabrics.

The plantation would be developed on the area as wide as 230 ha.

b. Kondisi Eksisting

The plantation is grown in each of the districts in Kendal Regency. In 2009, the production of the plantation reached the total amount of 32 ton per week which was the result of 120 ha plantation area. Yet, it is not the best result could be produced by the plantation, since there are 7,200 ha of land which is dedicated for the plantation. Thus, the Raja Bulu banana plantation still provides bigger opportunities for investment.

c. Analisa Pasar

The availability of guava is increasing, along with the increase on the demand side of the product. The price of Raja Bulu banana is Rp. 5,000 per ‘sisir’ in the level of the immediate market, while ranging between Rp 6,000 to Rp 10,000 per ‘sisir’. The location of Kendal Regency which is on the strategic route of transportation in the North Coast of Java increases the market opportunities for the plantation products.

6. Industrial Estate Development and Kendal Port Terminal

a. Background

Central Java is one of six provinces that will be dedicated as the location of Indonesia's Special Economic Zone. The local government of Central Java Province welcomed the plan by preparing the industrial estate in Kaliwungu District, Kendal regency. The area is very strategic since its location on the road by pass Kendal, which is the part of path of Both Coast of Java (Pantura), and its closeness to the port and airport. The readiness of the Kaliwungu industrial estate is also evidenced by the establishment of the location as an industrial area of ​​Kendal Regency, supported with the road construction, piers, harbor pools and Kendal Port offices. The plan for initial development is 2,770 ha which will be divided into three industrial estates:

  • Industrial Zone I

The area is as wide as 972 ha and consists of metal industry area, multifarious industry, special economic area, warehousing area, public facility area, waste treatment area, and buffer zone.

  • Industrial Zone II

The area is as wide as 792 ha and consists of chemical industry area, multifarious industrial estate, industrial area of ​​agricultural product, waste treatment area, residential area, buffer zone and public facility area.

  • Industrial Zone III

The area is as wide as 468 ha and consists of chemical industry area, multifarious industrial estate, industrial area of ​​agricultural product, waste treatment area, residential area, buffer zone and public facility area and commercial zone.

b. The existing condition

As it mentioned, the Special Economic Zone in Central Java Province would be developed in Kaliwungu, Kendal Regency. There are some crucial reasons behind the decision to choose Kaliwungu:

  • Geographically, Kaliwungu is located on the state road, which is close to the airport and port. The location is believed in providing great opportunities on the distribution of the products resulted from the industries.
  • Considering the infrastructure support, the industrial estate has been equipped with 2 exporting ports, 2 international airport, railways, gas pipelines, electricity, and telecommunication.
  • Broad industry vendor support given by 8 industrial estates, 873 export-oriented industries, 3339 medium and large industries, 524 manufactures and 644,000 small industries.
  • The support given by the local government through one stop service permits mechanism, acceleration on the permits
  • There are incentives in the form of basic infrastructure, acceleration of investment license application and the release of retribution for a certain time.

c. Market Aspect

The Industrial development is supported by the availability of qualified human resources in the regency. As it mentioned on the profile of the regency, Kendal has 5 educational institutions equal to university, 244 private educational institutions, 782 vocational high schools, 19 work-training centers, 2 industrial training centers and professional certification coordination bodies. The commitment in supporting the development of the industrial estate is also given by the local government, the business communities and the societies.

7. The Kampung Teknologi Dewi Blumah Development (Blumah Tourism Village)

a. Project description

Topographically Kendal Regency has mountainous areas, hills, valleys, and several potential waterfalls which either flows continuously for the whole year or occurs only during the rainy season. Blumah Village as one area in Kendal regency is located on the highland with the altitude of 1300 meter above the sea level. The village has some hills and valleys. Due to its topographical characteristic, the village has relatively low temperature, ranging from 17°C - 23°C. Almost all of the area in Blumah is owned by the Indonesia Forest Company, which consists of various plantations such as, tea, teak tree, rubber tree and coffee.

According to the research conducted by Kendal Investment Office and the National Tourism Bureau Kaisa Rosie, Blumah Village has the potentials to be developed into a ‘Kampung Teknologi’ (technological village) tourism destination. The topographical characteristic, the natural heritage with type of flora and fauna that lives in the area offers great opportunities for Blumah Village to become an attractive tourism destination in the future. However, it is an obligation for the state and the communities to take care of the nature, instead of exploit it. Thus, in order to preserve the nature while developing it into a more promising tourism destination, the principle of ‘Eco Friendly Tourism’ should be implemented. The ecotourism in Dewi Blumah will offer various interesting activities, such as:

  • Waterfall Tourism (there are 8 waterfall levels)

Blumah Village is one from the total of 14 administrative villages in Plantungan Distirct. Blumah is the outermost village of Kendal regency, which is directly adjacent with Batang Regency and Wonosobo Regency. In Jiwan, part of Blumah villge, we will find the beauty of Curug Semawur, a waterfall that flows throughout the year. Curug Semawur has eight levels of waterfalls with the height ranging from 10 m – 50 m. At the highest level, the curug has twin waterfalls, which adding to the interesting point of the curug.

Currently, the Curug Semawur is not yet widely known as a tourism destination due to its location, which is in the protected forest with no main road access to the area.

Because of the relatively low access and infrastructure to the waterfall the current visitor is still limited to the surroundings community. Recently, there is no formal calculation on the amount of visitor who comes into the waterfall, yet we should be optimistic to the opportunities given by the place. Blumah Villagers has been aware of the potentials of their village as a promising tourism destination, thus they establish a ‘masyarakat sadar wisata’ with the purpose of preserving the nature from irresponsible visitors.

c. Tourism positioning and market analysis

The concept of Blumah Village development is “ecotourism, responsible, and sustainable”. Basically, Blumah community want to participate on the development of environmental friendly tourism destination, not only to attract investment and visitor, but also to support the perseverance of nature.

The investment value of the Kampung Teknologi is estimated as a progressive investment as the impact of the sustainable development of the place. Blumah communities established several cooperatives (koperasi) which facilitate the investment through the management of each of the destination in the village. The Blumah villagers have also been equipped with various tourism training which improve the human capital of the village.

The availability of the human resource and raw materials for the infrastructure construction is another plus point of Dewi Blumah development plan, which will foster the project. The development of the village will provide mutual benefit for the people and the nature. As it mentioned that the some parts of Blumah Village is included as the protected forest managed by the Indonesia Forest Company (Perhutani). The beauty of the nature is believed would be able in attracting visitors, which later on would help Perhutani in preserving the nature through its conservation fund.
